It holds the crawl space at lower pressure than the rooms above, so while a crew is disturbing 900 square feet of settled material the air moves down into the crawl space and out through a filter, rather than up through the subfloor into the living space.

Skip that and you clean a crawl space by redistributing it into the house. The debris left the property as a documented haul, one pickup truck load including dump fees, rather than being bagged and left on site.
