Older Brooklyn buildings are unfortunately well suited to sustaining that condition: plaster over lath, wide board sheathing, and original framing all hold water longer than modern materials, and an unheated ell or a closed-off back room supplies still air on top of the moisture. Our answer is to dry to the IICRC S500 standard, confirm it by meter at every monitoring point, and treat under S520 wherever contamination is already established instead of assuming that drying alone will settle it.
