The crew sets HEPA containment with negative air, removes porous material that contacted the water including carpet, pad, and the lower drywall or plaster, treats framing and slab with EPA-registered antimicrobials, then dries the assembly and verifies it with instrument readings before anything is closed. In a multi-family building the containment plan covers shared hallways and stairwells too. The resulting file suits Travelers, The Hartford, State Farm, Liberty Mutual, USAA, Allstate, and Chubb alike.
It changes it considerably. The streets that filled in around aircraft-industry payrolls after the war went up fast and went up alike, which means drywall over fiberglass, shallow or slab-on-grade construction, and near-identical plumbing details across whole blocks. That stock releases water faster than plaster but drops it lower, into the sill plate and the slab edge, where it is easy to miss and slow to leave. It also means a break under a slab can run for weeks before a stain appears. We meter the sill and the slab edge on every one of these houses rather than reading the wall face and calling it dry.
The IICRC S520 standard puts the window at 24 to 48 hours for visible growth on cellulosic material once moisture content stays over roughly 16 percent. A closed East Hartford basement in a humid Connecticut summer runs at the fast end of that window, and a stacked multi-family unit with limited ventilation is worse because there is nowhere for the moisture load to go. Plaster cavities in the older blocks run slower but stay wet longer, which delays the discovery rather than preventing the problem. That is why the first hour outweighs the first day. We dry to the S500 standard, confirm it with Tramex readings, and remediate under S520 wherever contamination is present.
