Two mechanisms account for most of it and they need different scopes. If the property sits on the west side toward the Connecticut River meadow, or anywhere the Podunk River crosses the flat ground through the middle of town, the cause is usually a loaded water table in soil that holds moisture by nature and releases it slowly, pressing against the foundation for days after the rain ends.
